Chapter 01

Who hires software engineers in Malta

The island's tech market is unusually concentrated for its size. The iGaming operators licensed by the Malta Gaming Authority (Betsson, Kindred, LeoVegas, Tipico, Gaming Innovation Group, Evolution, Pragmatic Play and a long tail of smaller brands) run product engineering, platform, data and DevOps teams from offices in Sliema, Gżira, St Julian's and Ta' Xbiex. Their B2B suppliers (game studios, platform providers, affiliate networks, payment gateways) sit in the same corridor and compete for the same engineers.

The second cluster is financial technology. Payment processors, electronic money institutions and card acquirers licensed by the Malta Financial Services Authority (RS2, Apcopay and others) build PCI-scoped systems and need back-end, QA and security engineers. The banks (BOV, HSBC Malta, APS, MeDirect, BNF) and the insurers digitise around them and hire for .NET, data and infrastructure work in Mrieħel and Valletta.

Around those two, a layer of software houses, agencies and in-house IT teams (telecoms such as GO and Melita, the public-sector agency MITA, hospitality groups, retailers) hires for IT support, networks, web development and ERP work, mostly in the central business districts of Birkirkara, Mrieħel and Qormi.

Chapter 02

Stacks, roles and what is in demand

Back-end engineering is the deepest pool: Java (Spring) and C#/.NET for operator and banking platforms, Node.js and PHP in the agency and affiliate world, Python for data pipelines. Front-end work is React first, with Angular and Vue in older estates, and TypeScript expected everywhere. Mobile roles are fewer and mostly native iOS and Android inside the larger operators.

DevOps and platform engineering is the fastest-growing brief on the island: Kubernetes, AWS or Azure, Terraform, CI/CD pipelines, Grafana and Prometheus observability. Every operator entering a new regulated market needs more infrastructure, and the fintechs need the same skills with a security slant. Data roles (SQL, analytics engineering, BI, machine learning for fraud and personalisation) follow the same curve.

QA automation, IT support, systems administration and network engineering hire steadily and are the easiest entry points for candidates without a degree or with experience from another industry. ITIL, Microsoft 365 and Linux appear in most support briefs.

Chapter 03

Salaries, permits and relocating as an engineer

Gross salaries sit between Southern and Northern European levels. Junior developers and IT support start around €22,000 to €30,000; mid-level engineers €35,000 to €55,000; senior engineers and DevOps €55,000 to €80,000; leads, architects and engineering managers €75,000 to €100,000 and above. Operators pay at the top of each band, agencies at the bottom. The flat 15% income tax under the Highly Qualified Persons scheme applies to qualifying senior roles inside licensed gaming and financial services companies above its salary threshold.

EU and EEA citizens can start work immediately and register with Identità and Jobsplus afterwards. Non-EU engineers typically arrive on the Key Employee Initiative when the gross salary is €45,000 or more (the employer advertises the role on Jobsplus and EURES for two weeks, then Identità targets a decision in around five working days), on the Specialist Employee Initiative from roughly €25,000, or on a standard single permit below that. Most operators and fintechs sponsor and many add a relocation package: flights, temporary accommodation and help with the lease.

Rents are the main cost: a one-bedroom flat in Sliema or St Julian's runs well above €1,000 a month, so engineers often settle in Gżira, Msida, Swieqi or Birkirkara and walk or bus to the office.
